Shepherd and overseer

We know the Bible teaches servant leadership. Right? Ever since Robert Greenleaf gave the idea traction in the business and ministry lexicon — the idea obviously preceded him, though he gave it substance that caught on in our popular culture — it’s come to be synonymous with “biblical leadership.”  My problem is that proponents refer to a limited list of scriptures to prove their point. I’m not arguing that it’s not a good leadership practice, I’m not arguing that it’s not a biblical model, and I’m not arguing that Jesus didn’t practice it. What I’m suggesting is that it’s a simplistic view of Jesus’ leadership style. It’s one of many styles that he used throughout his ministry.

This week in Peru, we’re spending time on the idea of a leader as a shepherd. It’s a powerful metaphor, and I had no idea how many scriptures actually make reference to shepherding. Many of them were easy connections for the reader that have been lost on later, more urban cultures. The observations below and in my next few posts come from While Shepherds Watch Their Flocks, by Timothy Laniak.

In contrast to my assumed beliefs, the idea of watching and overseeing comes from the profession of sheepherder. Overseer has come to mean foreman, the person up the chain who assures the success of a broad project. It also has been tied to the connotations of a bishop, a term that suggests to me a position-driven leadership role. But Laniak says the term comes from shepherds, who spend the majority of their time watching their flocks. What looks to the casual observer as lazy inactivity is rather continuous surveillance, active attention and constant concern.

Shepherds spend their time looking for threats, supplies, disease and anxiety. They gaze in order to inspect, count and intuit. Laniak uses words like perception, insight, instinct and vision to describe the full picture of “oversight.” Simply put, shepherds see what’s not always visible.

There are some great scriptures on the qualities of this role, including Psalm 121, 1 Peter 2:25 and the role of elders in 1 Timothy 3:2. Most of them clearly tie the principle of overseeing with shepherding. I don’t know why I never caught that before. I think I assumed the apostle was using contrasting metaphors when he referred to God as both Shepherd and Overseer of our souls.

So, what’s Laniak’s point? He asks a few questions that I find personally challenging.

  1. Are we carefully watching our flocks or have we made the assumption that they can take care of themselves?
  2. In whatever leadership role you’re in, how much time do you spend on “in the tent” activities versus looking after and over the people in your care?
  3. How good is your vision? Are you able to notice trends in morale, signs of stress, anxiety over change, and woundedness from abuse?

As we consider those we have responsibility for, are we doing the job of a shepherd, attentively watching and seeing what’s not visible?

What is our place?

What is the place of the white American leader? That’s one of the questions I’ve been chewing on for the last two years, and I’ve been bringing it forward to chew on more deliberately here in Peru.

One theory comes from my Dad. As the saying goes, he can’t carry a tune in a bucket. But that doesn’t stop him from singing. His guiding principle is to “Make a joyful noise.” So he sings, and he sings loudly. He models what he wishes every Christian in church would do: sing with gusto the praises of our Lord. If they don’t like his singing, they should sing louder and drown him out. In other words, Americans shouldn’t necessarily hold back just because the rest of the world is emerging in leadership.

I heard another viewpoint yesterday from a Latin friend of mine. The place of the American is not to step aside and give ministry over to the minorities or non-western church. That’s not what they want. To turn it over would be like a bad manager who delegates to the point of abandonment. Instead, the place of the American is to welcome the Latins to their rightful places in leadership, then stick around and lead together.

The problem with the first theory is that my poor Mom strains her vocal chords every week at church, trying to outsing my Dad. That theory is too much about competition. The second theory is about collaboration. That’s the goal of the Latin leaders here. They want to know that they’re equals in the task, that they won’t be discarded when Americans’ usefulness for them is past.

One of the best lines I heard an American say yesterday was that if Wycliffe were to pull out of Vision 2025, he had no doubt the vision would continue to begin translation work in every language in this generation. Organizations like those represented in the room would keep working at it with all their hearts. But the goal isn’t to replace ourselves. The goal is that all of us — and many that have not gotten the vision yet but will — work toward this future together.

“How much time do I have?”

Sample’s second rule for decision-making:

2. Never make a decision today that can reasonably be put off to tomorrow.

But isn’t that procrastination? First, let me say that our western, negative view of that word is not necessarily universal. Procrastination is negative when it stems from a lack of courage. Instead, Sample espouses conscious and even courageous “artful procrastination.” Certainly, postponing a decision has its consequences: in our busy workplaces, with full inboxes, a strategy to leave more on your plate for tomorrow is contrarian.

I borrowed the question above from president Harry Truman, who always sought clarity on the timing for a decision as his first response. To misunderstand the timing required for a decision is to choose the wrong method of decision-making. For instance, a snap decision in a case that should have involved consultation with experts could be disastrous. A collaborative process in a fight or flight scenario could be deadly. It might be worthwhile researching how Truman applied this methodology to as grave a decision as dropping atomic bombs on another sovereign nation, but that’s another topic for another day. Sample’s point is that “the timing of a decision could be just as important as the decision itself.”

Now, Sample isn’t talking about simply putting things off or failing to make a decision. A non-decision is a decision (and leaders have consciously used that method to great success in a variety of arenas). Knowing the timing allows a leader to wait strategically. It can often open up more options for a leader, providing a beautiful solution that wasn’t available at the time the question was posed. However, it comes with a risk: it can slam the door on decent solutions. Simply put, circumstances will often make a decision for you, and there’s a fine line between a wise leader who reads the timing well and a foolish one who misses an opportunity. The point is to make a decision “and get on with it” when the time is appropriate to choose, whether the conditions improved or not.

I’ve heard CEOs say before that they pretty much expect to be 50% right on their decisions. That’s not comforting! But leadership and decision-making are arts, not sciences. Experience teaches when to listen and when to make a judgment, when to wait and when to conclude a matter. This question is a great place to start, because it puts a leader in position to follow the best road to a decision. Whether she’s right or wrong, perhaps the real question is what she does next, after the decision is made.

Sample’s final thought on the matter:

It is one thing for a leader to delegate a decision to a lieutenant, but an entirely different (and unacceptable) thing for him to surrender a decision to fate or to his adversaries. Therein lies the difference between artful and cowardly procrastination.

“What do you think we should do?”

I’m a problem solver. I love to fix people’s problems, and over the last decade, I’ve honed a reputation for creative problem solving. But I discovered that when I’m the only one to solve problems and put out fires, I become a firefighter. It’s all I have time to do. Every problem routes through me… and usually adds another dozen emails to my inbox. The sad part about firefighting is that it’s not leadership. It consumes all your time so you can’t focus on the things that only you can do. As Ken Blanchard and Mark Miller say in The Secret, leaders can’t work on “Heads Up” activities like vision and strategy if they’re spending all their time on “Heads Down” activities like putting out fires.

So I’ve learned to turn it around. If my staff present a problem to me, the best way to respond is with a question: “what do you think we should do?” Put the onus on them, and draw them into the solution process. There’s a good chance they have some ideas. If they don’t, they will next time they bring a problem to me. I now keep a sign on my desk that says, “Equip problem solvers.” I’d rather do that than be the Chief Problem Solver.

All it takes is a question

Don’t ask a question unless you already know the answer.

Have you heard that before? The paternalism in that quote makes my blood boil. I remember my wife and I were once part of a Bible study led by one of our pastors. When he’d ask a question, he’d dutifully faciltiate discussion, adeptly drawing in every participant… but then he always concluded with his own authoritative comment. As we began to realize that he was the only one with the right answer, our discussions became forced and clipped. Becky and I soon found a reason to stop participating in that group.

I’ve blogged before about the power of a question, quoting Ron Heifetz’s great line, “One may lead perhaps with no more than a question in hand.” In The Leadership Jump, Jimmy Long pointed out that a “well-structured question” can draw emerging leaders into the creative and leadership process. It goes back to control. If you want the outcome to be exactly as you expect, then do all the work yourself. If you want a better result, with a strong developmental bent, then you have to work more as an art director.

When I worked with graphic designers, I would present the question or challenge but withhold my own possible answers until I saw what others came up with. I didn’t want my “authoritative” answer to steer or limit the creative potential of my staff. Offering creative freedom often resulted in an unpredictable but even more creative end product than I could have imagined. More often than not I ended up tucking away my own feeble attempt to answer the question!

Of course, there’s also the risk that your team’s creative ideas just won’t work. There’s a tension that you learn to manage between involving others and drawing out their best versus the fact that you have ultimate responsibility for the end product. I’ve had to make some tough calls as an art director and as a manager to take control back and change the direction. I’ve done it poorly, and I’ve done it well. On a few occasions, I’ve been able to do it in such a way that the team can still share ownership, by steering the project and keeping my staff engaged in the new direction. Usually it involved vulnerability and accepting blame.

So what are some great questions to ask? I’ll suggest a few this week, but I’d love to hear your questions as well.

Give power away

Control has a lot of appeal. It’s probably the reason most people get into leadership roles. But it’s overrated. The more complex the leadership settings I get into, the more I realize that there are so many factors that are utterly impossible to control. In Leading with a Limp, Dan Allender points out the illusions and pitfalls of trying to maintain control of complex situations, crises and chaos. Control is an illusion, he says. A controlling leader tries to limit chaos and uncertainty. Instead, they should be embraced as part of the creative process.

The only solution I’ve found to the pitfalls of control is to give it away. Not to have it taken by prying apart my dead fingers, but to consciously choose to give it away. Give what away? Over the next few posts, I’ll unpack a couple of ideas.

Give power away

Autocratic leadership is a trap. It is self-limiting. The only way to accomplish all that we’re asked to do as leaders is to empower those around us to make decisions.  In The Leadership Jump, Jimmy Long says:

Existing leaders have to realize that we are not the only ones who can drive; there are younger leaders who know how to drive better in this new and increasingly technological culture.

Long calls these emerging leaders “indigenous people.” To one who appreciates technology but is never completely comfortable with it, that phrase says it all. Call me “crosscultural.”The fact is that those from younger generations can do things in their sleep that require a lot of effort from those of us from earlier generations.

Long goes on to draw from a Harvard Business Review article by Deborah Ancona called “In Praise of the Incomplete Leader.”

As existing leaders are willing to admit that they are incomplete and need others, and are willing to share the leadership with others on the team, then together they can get extraordinary things done.

Team leadership breaks past any one leader’s limitations. But let’s get practical. How do you get started? Long suggests offering well-structured questions to draw emerging leaders into the process of discovering the answers together. Dr. Steven Sample offers another simple but radical suggestion in The Contrarian’s Guide to Leadership: never make a decision that could be made by someone else. In other words, continually push decisions down. You’ll accomplish a lot more while you’re in your position, and you’ll leave your mark on the next few generations of leaders.

Long again:

We actually gain power by giving it away. It is a different kind of power. Instead of it being the power of control, it is the power of relationship, the power of shared decision making, the power of blessing.

When the right person won’t

What happens when the right person is unwilling to lead? I know an organization that recently came up short looking for a new president. The board made the decision to start their search over again. Is there simply a shortage of good leaders in that organization? No. There are a number of extremely-qualified candidates who turned them down.

Not long ago, The Reluctant Leader had an interesting post that drew my attention to an Old Testament parable. While Steve Murrell applies Judges 9 to government — which I think is a very good application — I think you’ll see how it applies more broadly. In the non-profit world we live in at Wycliffe, with no financial incentives to offer someone to step up in leadership, we often face situations where the right leader is unwilling to take on greater responsibility.

When the right people don’t step up, the void is filled by others.

Efficiency vs. learning

“Stop wasting water!” One of my pet peeves is when I’m busy at something, vaguely conscious that my kids are doing something in the bathroom and then suddenly realize that the water has been running a long, long time. I’m not sure why wasting water bugs me so much. Is it the cost or the environmental responsibility of living in a state with a draining aquifer? I clearly value efficiency when it comes to water. If you have any doubt, just look at my lawn.

I recognize my hypocrisy, however. My kids are simply doing the same thing I did when I was their age. There’s no way to explore without a little waste. I used to love pouring water from one vessel into another, inverting a glass and pushing trapped air beneath the surface, finding the best way to turn my hands into a cup to bring water up to my mouth, or watch greasy water flee from a drop of soap. Water is fascinating, and you don’t learn about it without wasting a little.

The older we get, the more we value efficiency at the expense of discovery, joy and innovation. Organizationally, the bigger we get, the more we value efficiency, too. We love the economies of scale that come with standardizing processes. And in so doing, we squelch innovation.

As leaders, how can we assure that doesn’t happen? First, allow room for dreaming. I recently read a colleague’s summary of Leadership Divided – What Emerging Leaders Need and What You Might be Missing, by Ron Carucci. Here’s an excerpt that caught my attention:

The explosion of enterprise-wide technologies has fueled efficiency and standardization. A negative consequence, though, has been the tendency to approach challenges in terms of process compliance rather than allowing for dreaming. There exists a tension between standardization and innovation as a result. Incumbent leaders often view dreams in terms of precision rather than desire.

Of course, we know the tension that results when dreamers encounter one of these big, immovable objects. Too many  emerging leaders have given up on established businesses, churches or organizations and fled to start their own where they could dream, innovate and bring about the change they long for. But established organizations need dreamers and innovators lest we become dinosaurs.

What’s the solution? I think Carucci hits on a good start: “Dream first, set targets later.” I like that approach to planning. We should include a time for dreaming before getting down to process and rigid goal-setting. Leadership IQ wrote an article called, “Are SMART Goals Dumb?” in which they challenged the traditional view of goal-setting: to create goals that are Specific, Measurable, Attainable, Realistic and Timely. The data shows that there’s a better way to create goals that will be implemented. Make sure they’re HARD:

  • Heartfelt – My goals will enrich the lives of someone besides me — customers, the community, etc.
  • Animated – I can vividly picture how great it will feel when I accomplish my goals.
  • Required – My goals are absolutely necessary to help this company.
  • Difficult – I will have to learn new skills and leave my comfort zone to achieve my assigned goals for this year.

Picture the end. How great it will feel. Leave my comfort zone. Not the traditional way we approach goals, but the territory of dreamers. Start with a vision of the future and then set targets toward making it reality.

Second, be sure to leave room in your business model for waste. Experimentation and learning are not always easy on the bottom line. For that matter, it’s almost always easier and more efficient to do things yourself than to pass on your knowledge. But a truly healthy organization is like a family. You have to be passing on and empowering the next generation. They’re going to make mistakes, and they’re going to waste resources as they experiment. Then, one day, they’re going to make a discovery that we “adults” never saw. That’s the way with innovation.

Spotting redemption

What is the place for people like Barnabas in management? Saul would never have completed his turnaround if Barnabas hadn’t noted the fruit of his change. John Mark would have been forever labeled a quitter if Barnabas hadn’t taken him under his wing, even at the expense of his partnership with Paul. When the Holy Spirit does a work in one of these “wrong people,” do we have people tuned to notice that change and advocate on their behalf? Do we have the courage or the margin to take a risk on someone working to rebuild trust?

About four years ago in my management career, I decided that I’m willing to take on one “project” at any given time. As long as I’m able to fully support the entire team, I’m willing to give special attention to one person who has had some issues identified in previous jobs or who is beginning to discover new leadership abilities. I’ve seen the problems that arise when a manager has more than one of these cases, and the department becomes known for being a collection of wounded souls or the manager becomes known for his soft heart and inability to turn anyone away.

Having said that, I love the story of David and his band of malcontents in 1 Samuel 22. While Saul was king and David an outcast, men who were in trouble, in debt or discontented gravitated to David’s leadership. When he became king, his “mighty men” took office and filled legitimate positions, such as bodyguard and special forces. Fiercely loyal to this man who took a risk on them, they went on to accomplish great feats like conquering Jerusalem and defeating giants alongside him. When David suggested one time that he’d love a drink from the well in his hometown, three of them busted through enemy lines just to get him a cup of water.

The leader who can spot potential and identify the work of the Holy Spirit in someone is a rare gem. Time and time again, God has used people like that to complete His work of redemption, giving the wrong person a second chance.

  • Jethro helped restore Moses after murder
  • Jesus gently forgave Peter and gave him a new mission
  • Ananias and Barnabas took a chance that Saul’s repentance was real
  • Barnabas took John Mark under his wing when Paul gave up on this young quitter

Who is filling that role in your church and in your organization? May God give us as leaders the eyes to see people the way He does and the courage to follow through on a hunch.

When “the wrong person” has to go

Let’s go back to my personal experience with being the wrong person. What hurt the most was when my boss’s boss admitted in my exit interview a feeling two years before that I was the wrong person for the role. I would have much preferred a courageous but tough decision to the frustration of two ill-fitting years.

Firing is not the worst thing that can happen to a person. In Servant Empowered Leadership, Don Page quotes a statement from the Tribunal of the Diocese of Evansville, Indiana that leaders “care too much about people to let them perform at less than their level best.” I’ve blogged before about how managers should love and care for their staff, and it goes way beyond assuring employment. Have you considered that keeping a person in a job might be the least-caring thing you can do? That’s a hard thing to suggest in this economy.

What should set an organization like ours apart from many businesses is not that we don’t let people go; it’s how we let people go. First, we look them in the eye. As Steven Sample says “a man has to shoot his own horse.” He pointed out that president Nixon used to get someone else to tell a staff member he’d been fired. I remember the day I had to let a volunteer go. It was not a good situation, and I could easily have found business to do while security was escorting him to the exit. I chose to be there to show concern for him. Saying it wasn’t easy is an understatement. There was no way to avoid him at church! We had at least one followup conversation as he struggled to understand the reasons for my decision.

If caring for our staff means getting to know their families and situation outside of the office, we should show the same concern for their families and their unique situation as we transition them out of a job. We should show individualization with our approach to each one. We should go above and beyond in providing for their needs. I know there are laws that govern these things, but too often Christians use the laws as an excuse to do the minimum rather than the maximum. I think if a firing is done right, that staff person could one day become our biggest advocate. Seems crazy, but I’ve seen it happen in time.

Finally, remember that letting an underperforming or distracting team member go is a win for the others on your team. Not only do they see that you mean what you say about performance, but they know that your time has now been freed up to better support them. The wrong person takes huge amounts of management time and resources.

As Christian leaders, let’s set the bar high for our staff, and let’s set the bar high for our own performance as managers. Let’s show courage and concern to those who are performing and to those who are not.
